**Abstract:** The results in the theory of homotopy representations, particularly the properties of the dimension and the degree function of a homotopy representation [7], [14], [10], [11], are used in order to classify 2- and 3-dimensional homotopy representations. The complete list of groups for the 2-dimensional case is determined, these groups are the finite subgroups of $O(3)$. The corresponding homotopy representations are compared with the representation spheres (linear homotopy representations). In the 3-dimensional case partial results are achieved for $p$-groups and odd-order groups. Furthermore, examples of non-linear 3-dimensional homotopy representations are given.
